The reason we don't normally put a F unit on each end is bescause you still need the Budd running for "hotel power" for the A/C. and the extra F unit would add to the fuel costs. Also with the Budd acting as cab control car on the south end we can platform the coach doors on the high level.
When were running a 4 car train (NYC 37, M-407 and the two green URHS coaches) then wedo put a F unit on each end. Part of the reason is duee to we only have on adapter MU cable that goes from the smaller RDC MU connector to the standard loco MU connector. Also it is easier just to couple everything together without "shuffling the deck".
As for the M-410, it is still "stepless" as he is now in litigation about the costs to repair it. A&H offered a sum of money that would not even cover the costs of the stainless. :=/
