That signal is the equivalent of a green light on a highway: you are clear to proceed at track speed: i.e. the posted speed limit.

For those of us running on directional signals not speed signals a yellow over green over red is a Approach Diverging. :P

Train signaling is in the news again: comp.risks reports that red-over-yellow means different speeds depending on the train system and state you're in, thus the collision in Chicago's Union Station on 30-Nov-2007 :-(
